FIRM TRANSPORTATION - MARKET AREA RATE SCHEDULES (FTS-1, FTS-2 AND SFTS)

Florida Gas Transmission Company offers dependable and reliable firm transportation service for primary deliveries into the Florida Market Area as well as into other alternate markets located along FGT’s system. FGT’s Firm Transportation Service provides shippers with the highest priority of delivery rights to the markets. Firm shippers on FGT’s system have the ability to deliver their gas quantities to both their primary contract locations as well as to all other delivery locations on an alternate firm basis, subject to capacity availability. Rates for deliveries into the Market Area are on a “Postage Stamp” basis, which means no matter where you source your gas, the rate is the same to any delivery point in the Market Area. FGT has three Market Area Firm Service Rate Schedules —FTS-1, FTS-2, and SFTS.

 

FIRM TRANSPORTATION - WESTERN DIVISION RATE SCHEDULE FTS-WD

FGT also offers dependable and reliable firm transportation service for delivery within its Western Division area. Firm shippers here enjoy the same high priority of delivery rights to both their primary delivery locations as well as to alternate delivery locations, subject to capacity availability. Rates for Western Division firm service are mileage based. The Western Division Area is defined as the area outside of the state of Florida.

 

INTERRUPTIBLE TRANSPORTATION - MARKET AREA RATE SCHEDULE ITS-1

Interruptible Transportation Service gives customers a flexible alternative to our firm tranportation service. This is a commodity-based service based on the gas quantity that is actually scheduled, subject to capacity availability. Rates for Interruptible Transportation Service (ITS-1) deliveries to the Market Area are on a “Postage Stamp” basis, which means that regardless of where you source your gas, the rate is the same for delivery to any Market Area location. The Operationally Available Capacity report, which is displayed on FGT’s website under ‘Informational Postings’, can help you select areas along FGT’s system that may have capacity available for scheduling interruptible transportation quantities for the current gas day, or for the next gas day.

 

INTERRUPTIBLE TRANSPORTATION - WESTERN DIVISION RATE SCHEDULE ITS-WD

Interruptible Transportation Service for the Western Division area (ITS – WD) offers customers interruptible service to western area delivery locations as a flexible alternative to our firm transportation service. ITS – WD is a commodity-based service based on the gas quantity that is actually scheduled, subject to capacity availability. Rates for Western Division interruptible service are mileage based. FGT’s Operationally Available Capacity report, which is displayed on FGT’s website under ‘Informational Postings’, can help you select areas along FGT’s system that may have capacity available for scheduling interruptible transportation quantities for the current gas day, or for the next gas day.

 

IN-LINE POOLING SERVICE - RATE SCHEDULE IPS

Pooling allows customers to aggregate supplies to a pooling location for easy and flexible delivery to their markets. Pooling also provides the markets with easy access to gas supplies. By using pooling, customers can aggregate small gas packages into larger, more marketable packages at the pooling locations. FGT’s pooling locations can also be used to facilitate title transfers from one pool contract to another pool contract at the same pooling location. FGT’s In-Line Pooling Service (IPS) is not charged a transportation fee since all transportation charges are incurred when the gas quantities are scheduled out of the pooling locations into a firm or interruptible transportation contract. The FGT pooling locations are:

Zone 1 Compressor Station 7
Zone 2 Compressor Station 8
Zone 3 Compressor Station 11

PARK 'N RIDE SERVICE - RATE SCHEDULE PNR

Interruptible Park ‘N Ride Service allows customers to “park” gas on FGT’s system and to “ride” (i.e. borrow) gas from FGT at the Park ‘N Ride locations. This service allows customers to temporarily store or borrow gas when a market or supply shortfall occurs. This service is available only when FGT has the operational flexibility to park or ride requested quantities.

 

CAPACITY RELEASE

Customers with firm transportation contracts have the option to release their capacity to other shippers on either a permanent or a temporary basis. Please see the FGT Tariff for more information on Capacity Release.

 


NOMINATIONS & SCHEDULING

During the nomination and scheduling process, shippers tell us at which receipt point(s) they are inputting gas, and which delivery points they want us to deliver their gas. You may enter your nominations electronically on the HotTap system or EDI (Electronic Data Interchange).

The Nomination system is the medium through which FGT customers request a specific service on FGT. A nomination is a specific request for service that is tied to one and only one contract. The nomination states a date range, point locations, quantities, priorities, and upstream/downstream contract and third party DUNS information. In other words, a nomination clearly identifies the amount of gas a shipper expects to transport on the FGT pipeline subject to the terms and conditions of the contract under which the service is being requested.

During the scheduling process, the pipeline balances all logical pool points and cuts are then made across contracts back to the physical receipts & deliveries using the ranks & priorities of the shippers at the time of nominations.

Currently FGT has five nominations cycles that are available to shippers to submit nominations

Timely - Nominations received prior to the 11:30 a.m. deadline for the upcoming gas day beginning at 9:00 a.m.

Evening - Nominations received after 11:30 a.m. but before 6:00 p.m. for the upcoming gas day beginning at 9:00 a.m.

Non-Grid 7:00 a.m. - Nominations received after 6:00 p.m. but before 7:00 a.m. for the upcoming gas day beginning at 9:00 a.m.

Intraday 1 - Nominations received after 7:00 a.m. (prior to the beginning of the gas day) but before 10:00 a.m. of the gas day for gas flow at 5:00 p.m. during the gas day.

Intraday 2 - Nominations received after 10:00 a.m. of the gas day but before 5:00 p.m. of the gas day for gas flow at 9:00 p.m. during the gas day.

Intraday nominations can be used to request increases or decreases in total flow, but will be subject to Elapsed Prorated Scheduled Quantities (*EPSQ). *Elapsed-Prorated Scheduled Quantity: That portion of the scheduled quantity that would have theoretically flowed up to the effective time of the intraday nomination being confirmed, based upon a cumulative uniform hourly quantity for each nomination period affected. (Add 15 minutes to deadlines for EDI nominations)

ELECTRONIC COMMUNICATIONS

Due to FERC rulings, the growing capability of Internet technology and the mutual cooperation of the gas industry through GISB, the Enron gas pipeline companies have initiated projects to provide access over the Internet.

HotTap refers to the telecommunication, computer, network, and software systems that are used to provide access to Florida Gas Transmissions' Nomination, Confirmation and Capacity Release applications. HotTap provides interactive remote access to these applications and data. Another way you may conduct business with FGT is via (Electronic Data Interchange) EDI . EDI is a computer to computer exchange of documents between companies. EDI benefits include the elimination of redundant data entry and increased accuracy of downstream data.

E-MAIL NOTIFICATIONS

In addition to notification through the informational postings, FGT will provide critical, bump, shipper, and/or operator scheduled quantity cut notices using Internet E-mail address pursuant to Federal Energy Regulatory Commission (FERC) Order No. 587-G.

If you are a current shipper or a service requester with a transportation contract that will be subject to receiving notices and you have a functional E-mail address, we ask that you complete and submit Enron Interstate Pipelines e-mail notice form. When the electronic form is received, an Enron representative will contact you to confirm the information you provided is correct.

The electronic notice will be brief; it will inform you that a critical, bump, shipper, and/or operator scheduled quantity event is taking place and where to find more information. This will allow you the option of using a third-party delivery service (pager, fax, etc.) for immediate notification purposes. The E-mail notices will not replace the informational postings, which will still remain your primary source of detailed notice information.

ALERT DAY

When FGT’s system integrity is in jeopardy, FGT may issue an Alert Day notice, which may cover the entire FGT system or cover only a certain area of the system (“Affected Area”). FGT will give notice of an Alert Day by sending a fax or calling affected parties, as well as by posting the notice on its website under “Critical Notices”. Customers will be advised as to whether the notice is for an Overage Alert Day or an Underage Alert Day, and the Gas Day affected. An Overage Alert Day usually means that line pack is low and customers should not take more than their scheduled delivery quantities from the system. An Underage Alert Day usually means that line pack is high and customers should not take less than their scheduled delivery quantities from the system. Alert Day notices also will state a tolerance level which cannot be less than the greater of 2% or 500 mmbtu. Out-of-tolerance quantities are settled at either 200% of the highest posted price for quantities due FGT, or 50% of the lowest posted price for quantities due the customer. OFO

Operational Flow Orders (OFO) are issued by FGT to specific customers to alleviate a condition that could threaten FGT’s ability to meet it contractual commitments to other firm shippers. OFO’s are usually issued when line pack conditions are either too high or too low, and a specific customer’s current take levels are responsible for, or exacerbating, the condition. The OFO notice will advise the customer of the specific action that the customer is to take, and will be in terms of hourly or daily gas flow levels, and will specify a discrete length of time the OFO will be in effect. OFO’s will be issued by fax and by telephone calls to the customer’s designated Contact Person. The penalty for failure to comply with an OFO is $10 per mmbtu times the quantity by which the customer deviated from the requirements of the OFO.
